Tire rubbing on the strut? Please help

I come to you gentlemen the EXPERTS of lifting subies. My intent is to put a lift on this car. I have some issues on the car.

So as you can see from these pictures my wheel or somthing has been rubbing my strut the wrong way. I just bought this car a month ago and I am currently fixing it up to be my super DD. I have noticed that the wheel does ride very very close to the strut but not enough to do that kind of damage.

So i come to you in search of possible answers and maybe past experiences. Has anyone seen this before? MY main intent is to try and run a 225/70/15 on the car but with the tire already so close to the strut I don't know if I can do it at all. Thank you in advance for your help. :D

Car Details:
The car is a 1999 Legacy Outback.
The current tires are 205/60/15.
Car has 170k on it

Either the camber needs adjusting or you have a bent strut. Or someone has previously run larger tyres, but it looks fresh; can you hear it rub?
